“十四五”國家安全生產規劃

 

為全面貫徹落實習近平總書記關于安(an)全生產工作(zuo)的一系列重要指示和黨中央、國務院決(jue)策部署,根據《中華人(ren)民共(gong)和(he)國安全生(sheng)產法》、《中華人(ren)民共(gong)和(he)國國民經(jing)濟和(he)社會發(fa)展第十四個五年(nian)規劃和(he)2035年遠景目標(biao)綱要》、《“十四五”國家應急體系規劃》等(deng)法律(lv)法規和文件,制定本規劃。

一、現狀與形勢

(一)取得的(de)進展(zhan)。

以習近平同志為(wei)核心的黨中央(yang)始終高度重視安全生產工作。“十三(san)五”期間,習近(jin)平總(zong)書記(ji)站在新(xin)的(de)歷史方位(wei),就(jiu)安(an)全(quan)(quan)生產工作(zuo)作(zuo)出了一(yi)系列(lie)重(zhong)要(yao)指示批示,提出了一(yi)系列(lie)新(xin)思想新(xin)觀點新(xin)思路(lu),反復告誡(jie)要(yao)牢固樹立安(an)全(quan)(quan)發(fa)展理(li)念,正確處理(li)安(an)全(quan)(quan)和發(fa)展的(de)關(guan)系,堅持發(fa)展決不能以犧牲(sheng)安(an)全(quan)(quan)為(wei)代價這條紅線。根據深化黨和國家(jia)機構改(gai)革部署,整合11個部門的(de)13項職責組建應急管理(li)部,將(jiang)國家(jia)煤礦(kuang)安(an)全(quan)(quan)監(jian)察局更名為(wei)國家(jia)礦(kuang)山(shan)安(an)全(quan)(quan)監(jian)察局,礦(kuang)山(shan)、危(wei)險化學品等重(zhong)點行業(ye)領域(yu)安(an)全(quan)(quan)監(jian)管監(jian)察體制進一(yi)步完善(shan),監(jian)管監(jian)察能力(li)得到(dao)加強。中共中央、國務院出臺了《關于推進安全生產領域改革發展的意見》,中共中央辦公廳、國務院辦公廳印發了《地方黨政領導干部安全生產責任制規定》,黨政同責、一崗雙責、齊抓共管、失職追責的安全生產責任體系全面建立。以危險(xian)(xian)化學品、礦山、消(xiao)防(fang)、交通(tong)運輸、城市建(jian)設(she)、工(gong)業園區、危險(xian)(xian)廢物等為重點的(de)安全(quan)生(sheng)(sheng)產專項整治持續穩(wen)步(bu)推進。科技強安專項行動初見成效,危險(xian)(xian)化學品、煤礦等重點行業領域安全(quan)生(sheng)(sheng)產風險(xian)(xian)監(jian)測(ce)預(yu)警系統不斷完善,安全(quan)生(sheng)(sheng)產風險(xian)(xian)分級管控和隱患(huan)排查治理雙重預(yu)防(fang)工(gong)作機制逐步(bu)建(jian)立(li)。在黨中央(yang)、國務院(yuan)的(de)堅強領導和各(ge)地(di)區、各(ge)有(you)關部門的(de)共同(tong)努(nu)力下(xia),全(quan)國安全(quan)生(sheng)(sheng)產水平穩(wen)步(bu)提高,事(shi)故總量、較大事(shi)故、重特大事(shi)故持續下(xia)降(jiang)。按可比(bi)口(kou)徑(jing)計算,2020年全國各類事故、較大(da)事故和重特大(da)事故起數比2015年分別(bie)下降43.3%、36.1%和57.9%,死亡(wang)人數分別(bie)下降38.8%、37.3%和65.9%。

(二(er))面臨(lin)的形勢

“十四五”時期是我國在全面建成小康社會、實現第一個百年奮斗目標之后,乘勢而上開啟全面建設社會主義現代化國家新征程、向第二個百年奮斗目標進軍的第一個五年。立足新發展階段,黨中央、國務院對安全生產工作提出更高要求,強調堅持人民至上、生命至上,統籌好發展和安全兩件大事,著力構建新發展格局,實現更高質量、更有效率、更加公平、更可持續、更為安全的發展,為做好新時期安全生產工作指明了方向。但同時也要看到,我國各類事故隱患和安全風險交織疊加、易發多發,安全生產正處于爬坡過坎、攻堅克難的關鍵時期。一是全國安全生產整體水平還不夠高,安全發展基礎依然薄弱。一些地方和企業安全發展理念樹得不牢,安全生產法規標準執行不夠嚴格。危險化學品、礦山等高危行業產業布局和結構調整優化還不到位,小、散、亂的問題尚未得到根本解決,機械化、自動化和信息化程度不夠高,企業本質安全水平仍比較低。二是安全生產風險結構發生變化,新矛盾新問題相繼涌現。工業化、城鎮化持續發展,各類生產要素流動加快、安全風險更加集聚,事故的隱蔽性、突發性和耦合性明顯增加,傳統高危行業領域存量風險尚未得到有效化解,新工藝新材料新業態帶來的增量風險呈現增多態勢新冠(guan)肺炎疫情轉入常態化防控階(jie)段,一些企(qi)業擴(kuo)大生產、挽(wan)回損失的沖動強烈,容易出現 忽(hu)視(shi)安全(quan)(quan)、盲目超產的(de)(de)情況,治理(li)管(guan)控難度加大(da)。三(san)是安全(quan)(quan)生產治理(li)能(neng)力還有短板,距離(li)現(xian)實需要尚有差距。安全(quan)(quan)生產綜合監管(guan)和(he)行業監管(guan)職責需要進一步理(li)順(shun),體制機制還需完善。安全(quan)(quan)生產監管(guan)監察執法干部和(he)人才隊伍建設滯后,發現(xian)問題、解決問題的(de)(de)能(neng)力不足。重(zhong)大(da)安全(quan)(quan)風險辨(bian)識及(ji)監測(ce)預警、重(zhong)大(da)事故應急處置和(he)搶險救援等(deng)方面(mian)的(de)(de)短板突(tu)出

二、指導思想、基本原則與規劃目標

(一)指導(dao)思想

以習(xi)近平新時代中(zhong)國特色社(she)會主義思想為指導,全(quan)面貫徹落(luo)實黨的十九大和十九屆歷次全(quan)會精神(shen),增強(qiang)“四(si)個意識”、堅(jian)定“四(si)個自信”、做到(dao)“兩個維(wei)護(hu)”,緊緊圍繞統籌推(tui)進“五位一(yi)體”總(zong)體布(bu)局和協調推(tui)進“四(si)個全(quan)面”戰略布(bu)局,堅(jian)持人(ren)民至(zhi)上、生命至(zhi)上,堅(jian)守安全(quan)發展理(li)念,從根本(ben)上消除(chu)事故(gu)隱患,從根本(ben)上解決(jue)問題,實施安全生產精準治理(li),著力破(po)解瓶(ping)頸性(xing)、根源性(xing)、本質(zhi)性(xing)問題,全力防范化解系統(tong)性(xing)重大(da)安全風險,堅決(jue)遏制重特大事(shi)故(gu),有效降(jiang)低事(shi)故(gu)總量(liang),推進安全生產治理體(ti)系和(he)治理能力現代(dai)化(hua),以高(gao)水平安全保障高(gao)質量(liang)發展,不斷增強人民群眾(zhong)的獲得感(gan)、幸(xing)福感(gan)、安全感(gan)。

(二)基本(ben)原則

系統謀劃,標本兼治。堅(jian)持總體國家安(an)全(quan)觀,樹立系統觀念,統籌發(fa)展(zhan)和(he)安(an)全(quan),將安(an)全(quan)發(fa)展(zhan)貫穿于經濟社會發(fa)展(zhan)各領(ling)域和(he)全(quan)過程,努力塑(su)造與安(an)全(quan)發(fa)展(zhan)相適應的生產(chan)生活方式(shi),筑牢本質(zhi)安(an)全(quan)防線(xian),構建新安(an)全(quan)格局(ju),更好地實現發(fa)展(zhan)質(zhi)量、結構、規模(mo)、速度(du)、效(xiao)益、安(an)全(quan)相統一。

源頭防控,精準施治。堅(jian)持(chi)目(mu)標導(dao)向、問(wen)題導(dao)向和(he)結(jie)果導(dao)向,科學把握(wo)安全風險(xian)(xian)演(yan)化規(gui)律,堅(jian)持(chi)底線思維,在補(bu)短板(ban)、堵漏洞、強弱項上精準(zhun)發(fa)力,加快(kuai)實(shi)施一批重大政策和(he)重大工程,從(cong)源頭上防(fang)范(fan)化解風險(xian)(xian),做到風險(xian)(xian)管控精準(zhun)、預警(jing)發(fa)布(bu)精準(zhun)、搶(qiang)險(xian)(xian)救(jiu)援(yuan)精準(zhun)、監管執法精準(zhun)。

深化改革,強化法治。堅持運用法(fa)(fa)治(zhi)(zhi)思(si)維和法(fa)(fa)治(zhi)(zhi)方式提(ti)高安(an)(an)全(quan)生(sheng)產法(fa)(fa)治(zhi)(zhi)化(hua)、規范化(hua)水平,深(shen)化(hua)安(an)(an)全(quan)生(sheng)產體(ti)制機制改革,加快形成系統完整、責權清晰、監管(guan)高效的安(an)(an)全(quan)生(sheng)產治(zhi)(zhi)理制度體(ti)系;深(shen)入推進科學立(li)法(fa)(fa)、嚴格執法(fa)(fa)、公正(zheng)司法(fa)(fa)、全(quan)民守法(fa)(fa),依靠(kao)法(fa)(fa)治(zhi)(zhi)筑牢安(an)(an)全(quan)生(sheng)產屏(ping)障(zhang)。

廣泛參與,社會共治。堅(jian)持群眾觀點(dian)和群眾路(lu)線(xian),充分發(fa)揮社(she)會(hui)力(li)量的作用,動(dong)員全(quan)(quan)社(she)會(hui)積極參與(yu)安全(quan)(quan)生產(chan)工作,積極推(tui)進安全(quan)(quan)風險網格化管(guan)理,進一步壓實企業(ye)安全(quan)(quan)生產(chan)主體責(ze)任,構建(jian)企業(ye)負責(ze)、職(zhi)工參與(yu)、政府監(jian)管(guan)、行業(ye)自律、社(she)會(hui)監(jian)督(du)的安全(quan)(quan)生產(chan)治理格局。

(三)規(gui)劃目標

2025年,防(fang)(fang)(fang)范化(hua)解重大(da)安全(quan)風(feng)險(xian)體制機制不斷健(jian)全(quan),重大(da)安全(quan)風(feng)險(xian)防(fang)(fang)(fang)控能力大(da)幅提升,安全(quan)生產(chan)(chan)形勢趨穩向好,生產(chan)(chan)安全(quan)事(shi)故總量持續下降,危險(xian)化(hua)學品、礦山、消防(fang)(fang)(fang)、交通運(yun)輸、建筑施(shi)工等重點領域重特大(da)事(shi)故得到(dao)有(you)效遏制,經濟社(she)會發展安全(quan)保障更加有(you)力,人民群眾(zhong)安全(quan)感明顯增(zeng)強。2035年,安全(quan)生產(chan)治理(li)體系和治理(li)能力現代化基本實現安(an)全(quan)(quan)生(sheng)產保障能力(li)顯著增強,全(quan)(quan)民(min)安(an)全(quan)(quan)文明(ming)素質全(quan)(quan)面提升,人民(min)群眾安(an)全(quan)(quan)感(gan)更加充實、更有保障、更可持續(xu)。

三、織(zhi)密風(feng)險防(fang)控責任網絡

(一)深化監(jian)管體制改革(ge)。

充分發揮國務院安全生產委員會統籌協調作用,壓實成員單位工作責任,健全運行機制,形成工作合力。建立消防執法跨部門協作機制。加強國家礦山安全監察機構力量建設,優化各級機構設置和布局,充實專業人才,完善國家監察、地方監管、企業負責的礦山安全監管監察體制。推動負有安全生產監管職責的重點部門加強監管力量建設,確保有效履行職責。鼓勵各地根據實際情況探索創新安全生產監管體制,指導鄉鎮、街道、功能區建立健全安全生產預防控制體系。優化安全生產監管力量配置,實施基層安全生產網格化監管,推動安全生產監管服務向小微企業和農村地區延伸。落實應急管理綜合行政執法改革,整合行政執法職責,強化執法隊伍建設,健全綜合行政執法協調聯動機制。

(二(er))壓(ya)實黨政領導責任

深入學習貫(guan)徹習近平總書(shu)記(ji)關于安全生產(chan)的重(zhong)要論述,強(qiang)化地方黨委、政府領導干部安全生產(chan)紅線意識。將安(an)全(quan)生產(chan)(chan)納入(ru)領(ling)導(dao)干部教育培訓、日常談話和提醒(xing)內容。推動落(luo)實地方黨政領(ling)導(dao)干部安(an)全(quan)生產(chan)(chan)責(ze)任制,制定安(an)全(quan)生產(chan)(chan)職責(ze)清單和工作任務清單。嚴(yan)格落(luo)實地方黨政領(ling)導(dao)安(an)全(quan)生產(chan)(chan)履責(ze)述職和“第一責任人”職責落實報(bao)告(gao)制度。健全黨政領(ling)導干部(bu)帶隊督查檢(jian)查安全生產機制,開(kai)展重要節日和(he)重大(da)活動針對性督查(cha)(cha)(cha)檢查(cha)(cha)(cha)。聚焦重特大(da)事(shi)故多發地區,完善(shan)安全生產警(jing)示(shi)、督辦、約談等制度。完善(shan)安全生產考(kao)(kao)核(he)(he)巡查(cha)(cha)(cha)制度,規范(fan)考(kao)(kao)核(he)(he)巡查(cha)(cha)(cha)內容、程序和(he)標(biao)準,強化考(kao)(kao)核(he)(he)巡查(cha)(cha)(cha)結(jie)果的運用。

(三)夯實部門監管責任

進一步落實縣級以上地方各級人民政府有關部門安全生產工作職責,依法依規編制完善負有安全生產監管職責的部門權力和責任清單,優化行業監管部門任務分工。合理區分綜合監管和行業監管部門之間的(de)責(ze)任邊界(jie),掃清監管(guan)盲區。完善危險化學品安全監管機制,厘清監管職責,加強政策協同。理順農業農村、新型燃料、綜合管廊等領域安全生產監管職責。及時消除基建礦(kuang)、技改礦(kuang)、停產礦(kuang)、關(guan)閉礦(kuang)等(deng)安(an)全生產監管漏洞(dong)。強化(hua)對(dui)客運索道、大型游(you)樂設(she)施等特種設(she)備的安全生產監(jian)管。建(jian)立新(xin)產業、新(xin)業態監(jian)管職責動態調(diao)整和(he)聯合執法機制,填補行(xing)業領域安全生產(chan)監管職責空白(bai)。

(四)強化(hua)企業(ye)主體責任(ren)

嚴(yan)格落實(shi)生產(chan)(chan)經(jing)(jing)營(ying)單(dan)位(wei)主要負責人(ren)安(an)全(quan)(quan)(quan)(quan)生產(chan)(chan)第一(yi)責任人(ren)的法(fa)(fa)(fa)(fa)定責任。推動生產(chan)(chan)經(jing)(jing)營(ying)單(dan)位(wei)建(jian)立從法(fa)(fa)(fa)(fa)定代表人(ren)、實(shi)際控(kong)制(zhi)(zhi)(zhi)人(ren)等(deng)到一(yi)線崗(gang)位(wei)員工(gong)(gong)的全(quan)(quan)(quan)(quan)員安(an)全(quan)(quan)(quan)(quan)生產(chan)(chan)責任制(zhi)(zhi)(zhi),健(jian)(jian)全(quan)(quan)(quan)(quan)生產(chan)(chan)經(jing)(jing)營(ying)全(quan)(quan)(quan)(quan)過(guo)程(cheng)安(an)全(quan)(quan)(quan)(quan)生產(chan)(chan)責任追溯制(zhi)(zhi)(zhi)度。引導企(qi)業(ye)(ye)完善安(an)全(quan)(quan)(quan)(quan)生產(chan)(chan)管理(li)體系(xi),健(jian)(jian)全(quan)(quan)(quan)(quan)安(an)全(quan)(quan)(quan)(quan)風(feng)險分級管控(kong)和隱(yin)患排查治理(li)雙重預(yu)防(fang)工(gong)(gong)作(zuo)機(ji)制(zhi)(zhi)(zhi),構(gou)建(jian)自我約束(shu)、持續改(gai)進的安(an)全(quan)(quan)(quan)(quan)生產(chan)(chan)內生機(ji)制(zhi)(zhi)(zhi)。推動重點行業(ye)(ye)領(ling)域(yu)規(gui)模以上(shang)企(qi)業(ye)(ye)組建(jian)安(an)全(quan)(quan)(quan)(quan)生產(chan)(chan)管理(li)和技術團隊。監督企(qi)業(ye)(ye)按規(gui)定提取使用(yong)安(an)全(quan)(quan)(quan)(quan)生產(chan)(chan)費用(yong),用(yong)好用(yong)足支持安(an)全(quan)(quan)(quan)(quan)技術設備設施改(gai)造(zao)等(deng)有關財稅政策。實(shi)施工(gong)(gong)傷預(yu)防(fang)行動計劃,充分發揮工(gong)(gong)傷保險基金的事故預(yu)防(fang)作(zuo)用(yong)。建(jian)立事故損失(shi)(shi)的評估(gu)和認定機(ji)制(zhi)(zhi)(zhi)。強化守信(xin)激勵和失(shi)(shi)信(xin)懲戒,依法(fa)(fa)(fa)(fa)建(jian)立健(jian)(jian)全(quan)(quan)(quan)(quan)安(an)全(quan)(quan)(quan)(quan)生產(chan)(chan)嚴(yan)重違(wei)(wei)法(fa)(fa)(fa)(fa)失(shi)(shi)信(xin)名(ming)單(dan)管理(li)制(zhi)(zhi)(zhi)度并依法(fa)(fa)(fa)(fa)實(shi)施聯合懲戒,加大對(dui)安(an)全(quan)(quan)(quan)(quan)生產(chan)(chan)嚴(yan)重違(wei)(wei)法(fa)(fa)(fa)(fa)失(shi)(shi)信(xin)主體的責任追究。

(五)嚴肅目標責任考核

將(jiang)安(an)全生產納入(ru)各地高質量發展評(ping)價(jia)體系(xi)。嚴格實施(shi)安全(quan)生(sheng)產(chan)(chan)工(gong)作責任考核(he),實行過程性考核(he)和結果(guo)性考核(he)相結合,強化考核(he)結果(guo)運用及(ji)向(xiang)社會(hui)(hui)公(gong)開。建立地方各級(ji)安全(quan)生(sheng)產(chan)(chan)委(wei)員(yuan)會(hui)(hui)成員(yuan)單位主要負責人安全(quan)生(sheng)產(chan)(chan)述職評議制度,強化地方各級(ji)安委(wei)會(hui)(hui)對(dui)各部門(men)、各地區安全(quan)生(sheng)產(chan)(chan)工(gong)作落實情況的監(jian)督。建(jian)立安(an)全生(sheng)產績效與履職(zhi)評定、職(zhi)務晉升、獎勵(li)懲處掛鉤制度,落實向(xiang)紀檢監察(cha)機關移交(jiao)安全生產領域違(wei)法(fa)違(wei)紀、職務(wu)違(wei)法(fa)犯罪問題(ti)線索工作機制。嚴格落實安全生產“一票否決”和約談、問(wen)責等制度。完善事(shi)故調查(cha)機(ji)制,建立事(shi)故暴露問題整改督辦制度(du),加(jia)強對事(shi)故查(cha)處和責任追究落實情況的跟蹤評估。

四、優化安全生(sheng)產法治秩序

(一(yi))健(jian)全法規規章(zhang)體系(xi)

構建以(yi)《安全(quan)生產(chan)法》為核心的安全(quan)生產(chan)法律(lv)法規體系(xi),加快統籌推(tui)進《危(wei)險化學(xue)品安(an)全(quan)法》、《煤礦安(an)全(quan)條(tiao)例》等(deng)立法進程(cheng),統籌推(tui)動《生產(chan)安(an)全(quan)事故報告和調查處理條(tiao)例》等(deng)相關(guan)法律法規修訂。完善(shan)安全(quan)生產法(fa)律法(fa)規規章“立改廢釋”工(gong)作協調(diao)機制。加強對安全生產執法檢查、事故調查處理、行政執法案卷評查、典型執法案例等結果的運(yun)用(yong),建立(li)執(zhi)法(fa)信息反饋、立(li)法(fa)后評估與立(li)法(fa)清(qing)理相(xiang)結合(he)的(de)長效(xiao)機制。推動安全生產地方立法,解決區域安全生產突出問題。

(二)加強(qiang)標準體系建設。

加強全國安全生產有關專業標準化技術委員會建設,健全以強制性(xing)標(biao)準(zhun)(zhun)為主體(ti)、推薦性(xing)標(biao)準(zhun)(zhun)為補充的(de)安全生產標(biao)準(zhun)(zhun)體(ti)系,構(gou)建“排查有標(biao)(biao)可(ke)量、執法有標(biao)(biao)可(ke)依(yi)、救援有標(biao)(biao)可(ke)循”的(de)安(an)全生(sheng)產(chan)標(biao)(biao)準化工(gong)作格局(ju)。加快推進安(an)全生(sheng)產(chan)強制性國家標(biao)(biao)準和行業標(biao)(biao)準精簡整合,有效提高強制(zhi)(zhi)性國家(jia)標準的通用(yong)性和覆蓋面。強化安全生產基(ji)礎通用(yong)標準制(zhi)(zhi)定,加(jia)快急需短缺(que)標準制(zhi)(zhi)修訂,增(zeng)加(jia)標準有效供給(gei)。加快電(dian)化(hua)(hua)學(xue)儲能(neng)、氫能(neng)、煤化(hua)(hua)工、分布式光伏發電(dian)等(deng)新興領(ling)域安全生產標準制修訂積極培育發展安全生產(chan)(chan)團(tuan)體標(biao)(biao)準、企(qi)業標(biao)(biao)準,推動建立(li)政府主(zhu)導和社(she)會各方參與制(zhi)定安全生產(chan)(chan)標(biao)(biao)準的新模式。加強安(an)全生產標準(zhun)信息服務,便于生(sheng)產經營(ying)單位和(he)社會公眾(zhong)查(cha)閱(yue)下載安全(quan)生(sheng)產國家、行業和(he)地方(fang)標準文(wen)本(ben)。強化安全(quan)生(sheng)產領域強制性國家標準宣貫培訓和(he)實施效果評(ping)估,建立安全(quan)生(sheng)產標準“微課云平臺”。

(四)提(ti)升(sheng)行政(zheng)執法能力

健全(quan)應(ying)急管(guan)(guan)理綜(zong)合(he)行(xing)政執(zhi)(zhi)法(fa)人員(yuan)的資格準(zhun)(zhun)入、教育培訓、考核獎懲、容錯糾錯、準(zhun)(zhun)軍事(shi)化管(guan)(guan)理等制度,推動建立專業化、職業化安(an)全(quan)生產行(xing)政執(zhi)(zhi)法(fa)隊(dui)伍(wu)。配(pei)齊配(pei)強行(xing)政執(zhi)(zhi)法(fa)專業人員(yuan)力(li)量。完(wan)善執(zhi)(zhi)法(fa)人員(yuan)實操(cao)實訓條件,定期開展專業培訓。強化執(zhi)(zhi)法(fa)保障(zhang),將(jiang)執(zhi)(zhi)法(fa)工(gong)(gong)作經費納入本級財(cai)政預算,加(jia)強執(zhi)(zhi)法(fa)人員(yuan)職業保障(zhang),按規定參(can)加(jia)工(gong)(gong)傷保險,完(wan)善工(gong)(gong)資待遇、人身(shen)意外(wai)險等保障(zhang)機制。制定實施安(an)全(quan)生產監管(guan)(guan)監察能(neng)力(li)建設規劃(hua)。加(jia)強各(ge)級應(ying)急管(guan)(guan)理綜(zong)合(he)行(xing)政執(zhi)(zhi)法(fa)機構標準(zhun)(zhun)化建設和負有安(an)全(quan)生產監管(guan)(guan)職責的部門監管(guan)(guan)能(neng)力(li)建設,完(wan)善執(zhi)(zhi)法(fa)裝備配(pei)備標準(zhun)(zhun),強化執(zhi)(zhi)法(fa)工(gong)(gong)作條件保障(zhang)。

(二)煤礦(kuang)。

實施沖擊地壓、煤(mei)與瓦(wa)斯突(tu)出和水害(hai)等煤(mei)礦重大災害(hai)超前精準(zhun)治(zhi)理(li),推進實施煤(mei)礦重大災害(hai)治(zhi)理(li)示范(fan)工程。嚴格(ge)落(luo)實煤(mei)礦“一(yi)優三減”措施(shi)。全面推進智能化(hua)煤礦建設。持(chi)續推進(jin)沖(chong)擊(ji)地壓、煤(mei)與瓦斯突出、水文地質類型極復(fu)雜等(deng)災害嚴重且在現有技術條件(jian)下難以有效防治(zhi)的(de)煤(mei)礦淘(tao)汰退出。規范小(xiao)煤礦(kuang)技改擴(kuo)能(neng),科學確定生產(chan)能(neng)力(li),合(he)理劃定開(kai)采(cai)范圍(wei),推進機械(xie)化開(kai)采(cai)。加強整(zheng)合(he)技改擴能(neng)煤(mei)礦(kuang)安全監管(guan),嚴(yan)厲(li)打(da)擊煤(mei)礦(kuang)非法(fa)生產(chan)。推進(jin)煤(mei)炭(tan)清潔利用和重點地區(qu)減量替代,優化(hua)煤(mei)制油氣(qi)戰(zhan)略基地、長輸管(guan)道規劃布局(ju)和管(guan)控(kong)方(fang)案。

(三)非煤礦山。

提高非煤礦(kuang)山主要(yao)礦(kuang)種最低開采規模和最低服務(wu)年限標準,實(shi)行尾礦(kuang)庫(ku)總量控制(zhi)。深化金(jin)屬(shu)(shu)非金(jin)屬(shu)(shu)地下礦(kuang)山采空(kong)區隱患(huan)治理、尾礦(kuang)庫(ku)“頭頂庫(ku)”綜合治(zhi)理和無生產(chan)經(jing)營主體尾礦庫(ku)、停用3年(nian)以上(shang)尾礦庫(ku)閉庫(ku)治(zhi)理。嚴格非煤礦山建(jian)設(she)項目安全(quan)設(she)施設(she)計審(shen)查和企業安全(quan)生產(chan)許可管理,加(jia)大對安全(quan)設(she)施竣工驗(yan)收活動(dong)和驗(yan)收結果的(de)監(jian)(jian)督核查。強化(hua)非煤礦山建(jian)設(she)項目基(ji)建(jian)過程安全(quan)監(jian)(jian)管。推進小型(xing)金屬非金屬地下礦(kuang)(kuang)山機械化建設(she)。建立(li)完善非煤礦(kuang)(kuang)山安全風險(xian)監(jian)測(ce)預警(jing)機制和監(jian)測(ce)監(jian)控系統,研發應用(yong)非煤(mei)礦(kuang)山智能感知裝(zhuang)(zhuang)(zhuang)備及綜合監(jian)(jian)(jian)控(kong)裝(zhuang)(zhuang)(zhuang)備。推廣(guang)使用(yong)非煤(mei)礦(kuang)山在線監(jian)(jian)(jian)測監(jian)(jian)(jian)控(kong)預警(jing)、無人機巡查監(jian)(jian)(jian)察(cha)系統、采空區及井下沖擊(ji)地壓(ya)監(jian)(jian)(jian)測監(jian)(jian)(jian)控(kong)、尾礦(kuang)充填、井下老空水監(jian)(jian)(jian)測監(jian)(jian)(jian)控(kong)、井下近(jin)礦(kuang)體(ti)帷幕注漿(jiang)等(deng)先(xian)進適用(yong)技術和裝(zhuang)(zhuang)(zhuang)備。定(ding)期(qi)對(dui)入井人數超過30人、井深超(chao)過800米(mi)、水文(wen)地質(zhi)條(tiao)件復雜的金(jin)屬(shu)(shu)非(fei)金(jin)屬(shu)(shu)地下礦山,以及現(xian)(xian)狀邊坡超(chao)過200米(mi)的高(gao)(gao)(gao)陡邊坡金(jin)屬(shu)(shu)非(fei)金(jin)屬(shu)(shu)露天(tian)礦山、現(xian)(xian)狀堆(dui)置高(gao)(gao)(gao)度超(chao)過200米(mi)的金(jin)屬(shu)(shu)非(fei)金(jin)屬(shu)(shu)礦山排土場、頭頂庫(ku)和設計壩高(gao)(gao)(gao)超(chao)過200米(mi)的尾礦庫(ku)進行專(zhuan)家會診檢查,推進停產和關閉礦山電(dian)子封條(tiao)建設。

(四(si))消防。

加強(qiang)客(ke)貨車(che)(che)(che)(che)產(chan)(chan)品生(sheng)(sheng)產(chan)(chan)準入、一致性監管(guan)(guan)。逐步提高客(ke)貨車(che)(che)(che)(che)技術(shu)標(biao)準,督促生(sheng)(sheng)產(chan)(chan)企業(ye)改(gai)進車(che)(che)(che)(che)輛安(an)全設(she)計。淘(tao)汰隱患問題(ti)車(che)(che)(che)(che)輛。建立(li)健全道(dao)(dao)路運(yun)輸企業(ye)、道(dao)(dao)路運(yun)輸車(che)(che)(che)(che)輛和駕駛員信(xin)息共(gong)享機制(zhi)。嚴(yan)格落實典型和嚴(yan)重道(dao)(dao)路交(jiao)通事故深(shen)度調(diao)查制(zhi)度,倒查道(dao)(dao)路交(jiao)通安(an)全各(ge)相關環節存(cun)在的問題(ti)漏洞。加強(qiang)交(jiao)通運(yun)輸新業(ye)態管(guan)(guan)理服(fu)務,加大(da)對新能源公交(jiao)車(che)(che)(che)(che)、新能源出租車(che)(che)(che)(che)運(yun)營(ying)安(an)全性的監督管(guan)(guan)理力(li)度,強(qiang)化(hua)長途(tu)客(ke)運(yun)班車(che)(che)(che)(che)、省際包車(che)(che)(che)(che)、旅游客(ke)運(yun)車(che)(che)(che)(che)、危(wei)險貨物運(yun)輸和城(cheng)市公共(gong)交(jiao)通企業(ye)安(an)全監管(guan)(guan),綜合應(ying)用各(ge)類監控數據,依法嚴(yan)厲(li)查處超速、超員、超載(zai)(zai)、疲勞(lao)駕駛等違法行為。深(shen)化(hua)貨車(che)(che)(che)(che)非(fei)法改(gai)裝、車(che)(che)(che)(che)輛掛靠(kao)專項整治,健全貨車(che)(che)(che)(che)非(fei)法改(gai)裝聯(lian)合監管(guan)(guan)工作機制(zhi),將車(che)(che)(che)(che)輛超限超載(zai)(zai)治理納入地方(fang)政府安(an)全生(sheng)(sheng)產(chan)(chan)考核(he),嚴(yan)厲(li)打擊“大噸小標”、“百噸王”、倒賣合格證等(deng)違法(fa)違規行(xing)(xing)為。構建(jian)適應(ying)新形(xing)勢的農村(cun)出(chu)行(xing)(xing)運(yun)(yun)輸服務體系,鼓勵(li)農村(cun)客運(yun)(yun)車輛(liang)安裝(zhuang)使用衛星定位裝(zhuang)置和視頻監控裝(zhuang)置。建(jian)立自動駕駛汽車運(yun)(yun)行(xing)(xing)數據監管平臺,強化(hua)運(yun)(yun)行(xing)(xing)過程(cheng)監管。加快(kuai)高速公路護欄提質改造。

以鋼鐵、粉塵(chen)涉爆、涉氨制冷、鋁(lv)加(jia)工(gong)(深井鑄(zhu)造)、有限空間作業(ye)為重點,強化事故隱(yin)患排查治(zhi)理,深化工(gong)貿(mao)行業(ye)安(an)全(quan)專項(xiang)整治(zhi)。推廣應用粉塵(chen)涉爆領域(yu)濕法(fa)除塵(chen)工(gong)藝、鋁(lv)加(jia)工(gong)(深井鑄(zhu)造)自(zi)動化監測報警和聯鎖裝置等(deng)先進技(ji)術裝備。加(jia)快實施建(jian)材行業(ye)搬運碼(ma)垛、投(tou)料(liao)裝車、拋(pao)光施釉、噴漆打磨、高(gao)溫窯爐、切割分揀、壓力成(cheng)型(xing)等(deng)安(an)全(quan)風險較高(gao)的崗(gang)位“機(ji)器換人”。加強對商(shang)場(chang)、超市、批發(fa)市場(chang)、餐飲等人員和貨物密集場(chang)所的事(shi)故隱(yin)患排查,嚴(yan)防群死(si)群傷事(shi)故。

(八)煙花(hua)爆竹(zhu)。

推進全(quan)國(guo)煙(yan)花(hua)爆(bao)竹(zhu)(zhu)(zhu)轉型升級(ji)集中區(qu)建設,打造(zao)安(an)(an)全(quan)可控的現(xian)代化煙(yan)花(hua)爆(bao)竹(zhu)(zhu)(zhu)產業,引導煙(yan)花(hua)爆(bao)竹(zhu)(zhu)(zhu)生(sheng)產企業向主產地區(qu)轉移或有(you)序(xu)退出。強(qiang)(qiang)化煙(yan)花(hua)爆(bao)竹(zhu)(zhu)(zhu)機(ji)(ji)械質量(liang)監(jian)督檢驗和涉(she)藥機(ji)(ji)械常態(tai)化安(an)(an)全(quan)論證,加強(qiang)(qiang)對煙(yan)花(hua)爆(bao)竹(zhu)(zhu)(zhu)新型安(an)(an)全(quan)材料的研(yan)發與推廣應(ying)用。加強(qiang)(qiang)直(zhi)接(jie)涉(she)藥生(sheng)產工(gong)序(xu)的機(ji)(ji)械化改造(zao),確保(bao)煙(yan)花(hua)爆(bao)竹(zhu)(zhu)(zhu)生(sheng)產重要涉(she)藥工(gong)序(xu)人機(ji)(ji)分離(li)、人藥分離(li)。完善全(quan)國(guo)煙(yan)花(hua)爆(bao)竹(zhu)(zhu)(zhu)生(sheng)產經營企業安(an)(an)全(quan)監(jian)管(guan)信息系統,強(qiang)(qiang)化煙(yan)花(hua)爆(bao)竹(zhu)(zhu)(zhu)重點(dian)地區(qu)安(an)(an)全(quan)監(jian)管(guan),推進煙(yan)花(hua)爆(bao)竹(zhu)(zhu)(zhu)安(an)(an)全(quan)監(jian)管(guan)信息協同共享(xiang)。

強(qiang)化(hua)廢(fei)(fei)棄危(wei)(wei)(wei)險(xian)化(hua)學品等(deng)危(wei)(wei)(wei)險(xian)廢(fei)(fei)物全過程(cheng)監管(guan),建立廢(fei)(fei)棄危(wei)(wei)(wei)險(xian)化(hua)學品等(deng)危(wei)(wei)(wei)險(xian)廢(fei)(fei)物部門協作、聯合執法、重(zhong)大案(an)件區域會商督辦機(ji)制(zhi),形(xing)成(cheng)覆蓋(gai)危(wei)(wei)(wei)險(xian)廢(fei)(fei)物產生、收集、貯存、轉(zhuan)移、運輸、利用(yong)、處置等(deng)全過程(cheng)的監管(guan)體(ti)系。及時修(xiu)訂《國家危(wei)(wei)(wei)險(xian)廢(fei)(fei)物名錄(lu)》,修(xiu)訂危(wei)(wei)(wei)險(xian)廢(fei)(fei)物鑒(jian)別、貯存以及水泥(ni)窯(yao)協同處置污染控制(zhi)等(deng)標(biao)準。制(zhi)定(ding)完善(shan)危(wei)(wei)(wei)險(xian)廢(fei)(fei)物重(zhong)點(dian)監管(guan)單(dan)(dan)位清(qing)單(dan)(dan)。加強(qiang)危(wei)(wei)(wei)險(xian)廢(fei)(fei)物監管(guan)能(neng)力(li)與應急處置技術支撐(cheng)能(neng)力(li)建設。

七、強化應急救援處置效能

(一)夯實企業(ye)應急(ji)基礎。

實施化工園區(qu)和大型(xing)(xing)油氣儲存基地本質安全提升工程、危(wei)險化學品(pin)企業安全改造工程,推動安全管(guan)理數(shu)字化轉型(xing)(xing)試點。推進城鎮人口密(mi)集區(qu)中小型(xing)(xing)企業和危險化學品(pin)生產企業(ye)搬遷,持(chi)續實(shi)施工(gong)藝優化和(he)技術更新改(gai)造(zao),加強(qiang)安全儀表系統管理,提升自動(dong)化控制水平。開展(zhan)煤礦瓦斯綜合治理和(he)水害、火災(zai)、沖擊地壓等(deng)重大(da)災害治理。全面完成(cheng)尾礦“頭頂庫(ku)”治理(li)。深化(hua)(hua)農村公路平(ping)交路口“一(yi)(yi)燈(deng)一(yi)(yi)帶(dai)”工(gong)程(cheng)和干線公路災害(hai)防(fang)(fang)(fang)治工(gong)程(cheng),實施(shi)高速公路護欄提質升級(ji)工(gong)程(cheng)。開展消(xiao)(xiao)(xiao)防(fang)(fang)(fang)安(an)全治理(li)工(gong)程(cheng),推(tui)進行(xing)業消(xiao)(xiao)(xiao)防(fang)(fang)(fang)安(an)全標準化(hua)(hua)管理(li)標桿建(jian)設、單位社區消(xiao)(xiao)(xiao)防(fang)(fang)(fang)安(an)全能(neng)力建(jian)設,實施(shi)企業專職消(xiao)(xiao)(xiao)防(fang)(fang)(fang)隊、鄉鎮政府專職消(xiao)(xiao)(xiao)防(fang)(fang)(fang)隊標準化(hua)(hua)建(jian)設。改造升級(ji)高層建(jian)筑、大型城(cheng)市綜(zong)合(he)體、軌(gui)道交通(tong)、石油化(hua)(hua)工(gong)等重點場所消(xiao)(xiao)(xiao)防(fang)(fang)(fang)系統,打通(tong)城(cheng)鎮消(xiao)(xiao)(xiao)防(fang)(fang)(fang)“生命通(tong)道”

(二)監管執(zhi)法(fa)能(neng)力建設(she)工程

根據各地區(qu)域特點和(he)執(zhi)(zhi)(zhi)法需求,合理確定各級負(fu)有(you)安(an)全(quan)生產監管監察職責(ze)的機(ji)構執(zhi)(zhi)(zhi)法車(che)輛配備類型和(he)數(shu)量,補(bu)充(chong)更新執(zhi)(zhi)(zhi)法車(che)輛。補(bu)充(chong)更新各級安(an)全(quan)生產監管監察機(ji)構、消防(fang)(fang)救援機(ji)構執(zhi)(zhi)(zhi)法個(ge)體防(fang)(fang)護裝備、執(zhi)(zhi)(zhi)法制式服(fu)裝和(he)調查取證裝備,建設完善執(zhi)(zhi)(zhi)法裝備庫(ku),重(zhong)點增補(bu)執(zhi)(zhi)(zhi)法過程管理、數(shu)據分析、5G多功能(neng)(neng)綜合執法等智(zhi)能(neng)(neng)化專業(ye)裝備(bei)(bei),在特殊領域(yu)優先配備(bei)(bei)無人(ren)機(ji)(ji)、機(ji)(ji)器人(ren)等高(gao)科技(ji)執法裝備(bei)(bei)。建設完善基層安(an)全(quan)(quan)(quan)生產監(jian)管監(jian)察機(ji)(ji)構(gou)業(ye)務(wu)保(bao)障用房和特殊業(ye)務(wu)用房,加強執法裝備(bei)(bei)維護校驗條件建設,完善計算存儲(chu)網絡、信(xin)(xin)息安(an)全(quan)(quan)(quan)防護保(bao)障和智(zhi)能(neng)(neng)運(yun)維等系統。全(quan)(quan)(quan)面(mian)匯聚行政許可(ke)、行政執法、監(jian)測預警、事(shi)故(gu)調查等數據資源,完善移動執法應(ying)用系統,實現(xian)執法大數據多維分(fen)析、自助(zhu)式分(fen)析、可(ke)視化展示功能(neng)(neng),提升(sheng)安(an)全(quan)(quan)(quan)生產執法信(xin)(xin)息化水平。

(三)安(an)全風險監測預警(jing)工程(cheng)

建成(cheng)國家安(an)全生產監管監察(cha)執法(fa)大數據(ju)系統,構建1個國家級(ji)和32個省(sheng)級(ji)安(an)全(quan)生(sheng)(sheng)產(chan)監(jian)(jian)管(guan)監(jian)(jian)察“互聯網(wang)+執(zhi)法”平(ping)臺(tai)。建(jian)(jian)(jian)成危險(xian)(xian)化學(xue)品(pin)、礦山、煙花爆竹等高危行業(ye)(ye)企業(ye)(ye)以及油(you)氣管(guan)道等重點領域風險(xian)(xian)監(jian)(jian)測預(yu)警(jing)系統,構建(jian)(jian)(jian)全(quan)面(mian)覆蓋(gai)的(de)風險(xian)(xian)監(jian)(jian)測與(yu)感知(zhi)數據“一(yi)張網(wang)”。建(jian)(jian)(jian)設(she)(she)(she)國家礦用(yong)(yong)重要裝備安(an)全(quan)大數據賦能、全(quan)鏈條監(jian)(jian)管(guan)及智(zhi)慧巡察服(fu)務平(ping)臺(tai)。利用(yong)(yong)衛星監(jian)(jian)測技術對露天礦山、尾礦庫等風險(xian)(xian)早期識(shi)別,建(jian)(jian)(jian)設(she)(she)(she)礦山安(an)全(quan)風險(xian)(xian)研(yan)判與(yu)智(zhi)能分析預(yu)警(jing)系統、“智(zhi)慧監(jian)(jian)察”平(ping)臺(tai)。完善全(quan)國危險(xian)(xian)化學(xue)品(pin)登記系統,構建(jian)(jian)(jian)涵蓋(gai)生(sheng)(sheng)產(chan)、使用(yong)(yong)、運輸、貯存(cun)、經營、廢棄處置環節的(de)危險(xian)(xian)化學(xue)品(pin)全(quan)生(sheng)(sheng)命周期信息監(jian)(jian)管(guan)平(ping)臺(tai)。建(jian)(jian)(jian)設(she)(she)(she)國家安(an)全(quan)發(fa)展示范城市創建(jian)(jian)(jian)支撐管(guan)理(li)信息化平(ping)臺(tai)。

(四)救(jiu)援處置(zhi)能力建設(she)工程

建(jian)設(she)空、天、地、海(hai)一體化應(ying)急(ji)(ji)(ji)通(tong)(tong)信(xin)網絡,優化升(sheng)級(ji)國(guo)家(jia)(jia)安(an)全(quan)(quan)生(sheng)(sheng)(sheng)產(chan)應(ying)急(ji)(ji)(ji)救(jiu)(jiu)(jiu)援(yuan)(yuan)(yuan)綜(zong)合指(zhi)揮平臺(tai)和(he)應(ying)急(ji)(ji)(ji)通(tong)(tong)信(xin)保(bao)(bao)障系統,完(wan)善重點行業領(ling)(ling)域(yu)和(he)區(qu)域(yu)安(an)全(quan)(quan)生(sheng)(sheng)(sheng)產(chan)應(ying)急(ji)(ji)(ji)救(jiu)(jiu)(jiu)援(yuan)(yuan)(yuan)指(zhi)揮決策調度平臺(tai)。建(jian)強一批(pi)國(guo)家(jia)(jia)和(he)區(qu)域(yu)礦山排(pai)水(shui)、海(hai)洋油氣開采、水(shui)上搜救(jiu)(jiu)(jiu)、隧道施工、電力等行業領(ling)(ling)域(yu)安(an)全(quan)(quan)生(sheng)(sheng)(sheng)產(chan)應(ying)急(ji)(ji)(ji)救(jiu)(jiu)(jiu)援(yuan)(yuan)(yuan)力量,推進救(jiu)(jiu)(jiu)援(yuan)(yuan)(yuan)隊(dui)伍(wu)裝備補(bu)充升(sheng)級(ji)和(he)更新換(huan)代,提升(sheng)國(guo)家(jia)(jia)級(ji)安(an)全(quan)(quan)生(sheng)(sheng)(sheng)產(chan)應(ying)急(ji)(ji)(ji)救(jiu)(jiu)(jiu)援(yuan)(yuan)(yuan)隊(dui)伍(wu)通(tong)(tong)信(xin)保(bao)(bao)障和(he)遠途作(zuo)(zuo)戰(zhan)后勤(qin)保(bao)(bao)障能(neng)力。完(wan)善國(guo)家(jia)(jia)危險化學品安(an)全(quan)(quan)生(sheng)(sheng)(sheng)產(chan)應(ying)急(ji)(ji)(ji)救(jiu)(jiu)(jiu)援(yuan)(yuan)(yuan)隊(dui)伍(wu)布局(ju)。完(wan)善國(guo)家(jia)(jia)應(ying)急(ji)(ji)(ji)醫學研究(jiu)中(zhong)心(xin)教(jiao)、研設(she)施,改造基(ji)礎(chu)工作(zuo)(zuo)環境,配備先進科(ke)研設(she)備。建(jian)設(she)綜(zong)合應(ying)急(ji)(ji)(ji)實(shi)訓演練(lian)基(ji)地,完(wan)善安(an)全(quan)(quan)生(sheng)(sheng)(sheng)產(chan)工作(zuo)(zuo)實(shi)操實(shi)訓條件。

(五)科技創新能力建設工程

建(jian)(jian)設國家安(an)(an)全(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)(chan)綜合(he)集(ji)成(cheng)創新中(zhong)心,建(jian)(jian)成(cheng)危險化學品、礦山、城(cheng)市安(an)(an)全(quan)(quan)、金屬冶煉(lian)、油氣等重大事故(gu)防控技術支(zhi)(zhi)撐(cheng)基地,重點(dian)建(jian)(jian)設重大事故(gu)情(qing)景還原與相(xiang)似模擬、事故(gu)預防技術中(zhong)試以上(shang)工程裝置(zhi),完善復(fu)雜環境下耦合(he)事故(gu)驗(yan)(yan)證實驗(yan)(yan)條件。推動有條件地區(qu)和(he)企業建(jian)(jian)設安(an)(an)全(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)(chan)科技創新資(zi)源(yuan)開放共享和(he)成(cheng)果推廣平臺。建(jian)(jian)設安(an)(an)全(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)(chan)監(jian)管監(jian)察執(zhi)法裝備驗(yan)(yan)證測試實驗(yan)(yan)室(shi)和(he)智能化礦山安(an)(an)全(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)(chan)監(jian)管監(jian)察技術支(zhi)(zhi)撐(cheng)實驗(yan)(yan)室(shi)。依(yi)托現有資(zi)源(yuan),建(jian)(jian)設完善省級安(an)(an)全(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)(chan)技術支(zhi)(zhi)撐(cheng)中(zhong)心實驗(yan)(yan)室(shi)和(he)區(qu)域安(an)(an)全(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)(chan)綜合(he)技術支(zhi)(zhi)撐(cheng)中(zhong)心實驗(yan)(yan)室(shi)。

(六)安全(quan)生產教(jiao)育實訓工(gong)程(cheng)

完善國家安(an)(an)(an)全(quan)生產(chan)監管監察(cha)執(zhi)法(fa)綜合實訓(xun)華北基地(di)條件(jian),增補石油天然氣管道輸送、煙花爆竹、地(di)下空間等(deng)(deng)專(zhuan)業領域(yu)及礦山(shan)、冶金、商貿、機械(xie)等(deng)(deng)行業安(an)(an)(an)全(quan)生產(chan)監管實訓(xun)功能。建(jian)設安(an)(an)(an)全(quan)生產(chan)監管監察(cha)人員執(zhi)法(fa)資格考(kao)試平(ping)臺(tai),升級改造現(xian)有考(kao)試機構考(kao)場。完善應急管理和(he)安(an)(an)(an)全(quan)監管干部(bu)網(wang)(wang)絡學(xue)(xue)院(yuan)信息平(ping)臺(tai)、網(wang)(wang)絡培(pei)訓(xun)資源庫等(deng)(deng),打造線上與(yu)線下相(xiang)結合、虛(xu)擬與(yu)現(xian)實相(xiang)融合、多(duo)終端、全(quan)覆蓋、互(hu)聯互(hu)通、共建(jian)共享的安(an)(an)(an)全(quan)生產(chan)線上培(pei)訓(xun)生態(tai)圈。實施(shi)危(wei)(wei)險(xian)(xian)化學(xue)(xue)品(pin)安(an)(an)(an)全(quan)培(pei)訓(xun)網(wang)(wang)絡建(jian)設工(gong)程,建(jian)設一批區域(yu)性危(wei)(wei)險(xian)(xian)化學(xue)(xue)品(pin)企業安(an)(an)(an)全(quan)生產(chan)實訓(xun)基地(di)。

十一、健(jian)全(quan)規劃實施保(bao)障機制

(一)明(ming)確任務(wu)分工

地(di)(di)方各(ge)級人民政府(fu)要(yao)(yao)根據規(gui)劃(hua)確定的發展目(mu)標和(he)主(zhu)要(yao)(yao)任務,將安(an)全(quan)生(sheng)產工作納入重要(yao)(yao)議事日程(cheng),制(zhi)(zhi)定并公(gong)布安(an)全(quan)生(sheng)產重點任務和(he)年(nian)度目(mu)標。各(ge)地(di)(di)區(qu)、各(ge)有關部(bu)門要(yao)(yao)積(ji)極制(zhi)(zhi)定規(gui)劃(hua)實(shi)施方案,細化(hua)落實(shi)規(gui)劃(hua)的任務分工和(he)進度安(an)排,明(ming)確本地(di)(di)區(qu)、本部(bu)門相關責任。推動(dong)建立(li)安(an)全(quan)監(jian)管協作機制(zhi)(zhi),定期研究(jiu)解決重大問題。推動(dong)各(ge)地(di)(di)區(qu)安(an)全(quan)生(sheng)產規(gui)劃(hua)實(shi)施情況信息公(gong)開,鼓勵全(quan)社會參與和(he)監(jian)督,確保各(ge)項任務全(quan)面完成。

(二)加大政策(ce)支持

按(an)照中(zhong)央與地方(fang)財政(zheng)事權和(he)支出(chu)責任劃分,健全(quan)完善財政(zheng)支持安(an)(an)全(quan)生產政(zheng)策,強化(hua)中(zhong)央和(he)地方(fang)財政(zheng)經費保障(zhang),優化(hua)安(an)(an)全(quan)生產支出(chu)結構(gou);貫徹過“緊日子(zi)”要求(qiu),集(ji)中力量辦大事,向監管監察(cha)能力建設、重點行(xing)業領域風(feng)險(xian)防(fang)控等(deng)工(gong)作傾(qing)斜。實行(xing)全面預算績效管理,加強(qiang)績效評價,強(qiang)化(hua)審計監督,把安(an)全生(sheng)產財政資(zi)金管好用(yong)(yong)好。完善企(qi)業安(an)全生(sheng)產費用(yong)(yong)提取(qu)和(he)(he)使用(yong)(yong)制(zhi)度,健全監管與審計機(ji)制(zhi)。鼓勵創(chuang)業投資(zi)企(qi)業、股(gu)權投資(zi)企(qi)業和(he)(he)社會捐(juan)贈資(zi)金增加安(an)全生(sheng)產公益性投入。鼓勵企(qi)業投保安(an)全生(sheng)產責任保險(xian),充分發揮保險(xian)的風(feng)險(xian)控制(zhi)和(he)(he)事故預防(fang)作用(yong)(yong),探(tan)索(suo)建立(li)監管部門、行(xing)業組織、保險(xian)機(ji)構和(he)(he)企(qi)業多方(fang)參與的激勵約束機(ji)制(zhi)和(he)(he)風(feng)險(xian)防(fang)控機(ji)制(zhi)

(三)推進試(shi)點示范(fan)

以改(gai)善安全狀(zhuang)況、推動安全發展為(wei)目標,以體制(zhi)創新、制(zhi)度供給、模式(shi)探(tan)索為重點(dian)(dian),推進(jin)(jin)國家安(an)(an)全(quan)(quan)發展示范城(cheng)市建設。積極(ji)推進(jin)(jin)安(an)(an)全(quan)(quan)社區、平安(an)(an)校園(yuan)、安(an)(an)全(quan)(quan)生產標(biao)準化(hua)企業等(deng)建設。推進(jin)(jin)安(an)(an)全(quan)(quan)生產數字化(hua)改革試(shi)點(dian)(dian),加快推進(jin)(jin)數字化(hua)技術在安(an)(an)全(quan)(quan)風險(xian)管(guan)控、應急(ji)處置等(deng)領(ling)域的應用(yong)。實施(shi)安(an)(an)全(quan)(quan)應急(ji)裝(zhuang)備(bei)應用(yong)示范,加快先進(jin)(jin)安(an)(an)全(quan)(quan)應急(ji)裝(zhuang)備(bei)科研成果工程(cheng)化(hua)應用(yong)。強化(hua)城(cheng)市安(an)(an)全(quan)(quan)風險(xian)綜合監(jian)測預(yu)警工作(zuo)體系建設試(shi)點(dian)(dian),打造城(cheng)市安(an)(an)全(quan)(quan)“智慧(hui)大腦(nao)”。推動(dong)國家安全發展示范(fan)城市率先建成(cheng)(cheng)較為完善的安全治理制度(du)體系,形(xing)成(cheng)(cheng)若干可(ke)操作、有效管(guan)用、可(ke)在全國復制推廣的安全生產重大制度(du)成(cheng)(cheng)果。

(四)強化監督評估

健全各級安(an)全生(sheng)產委員(yuan)(yuan)會成(cheng)員(yuan)(yuan)單位規劃實施信息通(tong)報、研判會商、交流合作、協調聯動等制度機制,統籌協調、監(jian)督指導各成(cheng)員(yuan)(yuan) 單位(wei)落實(shi)安(an)全(quan)職責,加大(da)督查考評力度,形成規劃實(shi)施合力。國務院安(an)全(quan)生產(chan)委員會將(jiang)定(ding)期對各省級人民(min)政府和新(xin)疆生產(chan)建設(she)兵團規劃目標指標、主要任務、重大(da)工程等進(jin)(jin)展情況進(jin)(jin)行(xing)監測調度。在2023年、2025年底,應急管理部要分別對本規劃(hua)執(zhi)行(xing)情況進行(xing)中期評(ping)估(gu)和總結評(ping)估(gu)。
